The Legal Requirement: Ohio PE Seal for Building Permits

Under Ohio Revised Code Chapter 4733, any work involving structural analysis, design, or modifications affecting public safety must be performed by or under the responsible charge of a licensed Ohio Professional Engineer (PE). All engineering plans, specifications, and reports submitted to building departments must bear the PE seal and signature. This is not optional — it is state law, enforced by the Ohio State Board of Registration for Professional Engineers and Surveyors and by local building departments throughout Ohio.

The PE seal is the legal certification that the work was performed by a licensed professional who takes professional responsibility for its accuracy and code compliance. When a building department sees the seal, they know the structural design has been reviewed and certified by a qualified, licensed, and insured engineer — not by a contractor, home inspector, or unlicensed designer. This protects public safety and gives property owners, lenders, and insurers confidence in the structural integrity of the work.
